The 2026 back-to-school season looks tense for apprenticeship candidates. Between scaled-back hiring incentives, CFA forced to deregister students for lack of a host company, and a funding revision expected in August, anxiety is rising. In mid-July 2026, Sabrina Roubache, Minister Delegate for Vocational Education, Training and Apprenticeship (in office since February 2026), stepped up her interventions to answer young people's concerns: an exclusive interview with Studyrama on 22 July, an audition before the National Assembly's finance committee on 30 June, and a visit to the Efrei Paris campus on 1 July.
In short: the minister assumes a refocusing of public support towards SMEs, first qualification levels (CAP, Bac) and apprentices with disabilities. She acknowledges a "collective failure" regarding CFA forced to deregister students, but refuses to speak of decline: for her, 2025 marks the "maturity" of apprenticeship. A graduated scale for the first-equipment aid (500 € for CAP/Bac pro, 300 € for BTS, 0 € for licence/master) and a strengthening of the Qualiopi standard from September 2026 complete the framework. Candidates have several public tools to find a contract.
Why the minister speaks of "maturity" rather than decline
Auditioned on 30 June 2026 by the finance committee (special rapporteurs Estelle Mercier and Emmanuel Maurel), Sabrina Roubache defended the 2018 reform and presented the downturn observed since 2025 as a signal of "maturity" rather than decline. She recalls that every euro invested in apprenticeship generates more than 3.79 € in added value for the country and defends a quality-over- volume logic:
"2025 is not a signal of decline but of maturity. The employability of young people must remain our priority. We must fund training programs that enable young people to find a job quickly."
However, MPs criticised a policy "above all quantitative" that created windfall effects, a lack of steering, and incentives that had become "illegible" because they were segmented by company size and diploma level. Several deputies described the cuts as "penny-wise economies" that weaken historic and consular CFA.
CFA forced to deregister students: what the minister says
The most sensitive issue addressed in the 22 July interview concerns CFA that, for lack of a company found within the statutory three-month period, must deregister students. Sabrina Roubache acknowledges a "collective failure" and calls for intensive support rather than an administrative guillotine.
Several mechanisms have been activated to anticipate these difficulties:
- Early warning: a monitoring system for CFA in difficulty, which she classifies into three categories — poor management, fraudulent practices, or an economic model needing revision.
- Interministerial task force mobilised to immediately offer replacement solutions to young people in case of closure, with a guarantee of training continuity in the same sector and, where possible, the same geographic area. - Bpifrance mobilised to support restructurings and potential buyers in case of structural difficulty.
Hiring incentives in 2026: a two-speed scale
The decree of 6 March 2026 (n° 2026-168) adjusts incentives based on company size and diploma level. Here are the amounts in force for contracts signed from 8 March 2026 and starting before 1 January 2027:

Payment is automatic and monthly, for up to 12 months, via the DSN. Large companies must additionally reach at least 5 % of alternants in their workforce (or 3 % with a 10 % increase compared to the previous year). First-equipment aid: a graduated scale protecting CAP and Bac pro

The initial plan for a uniform cut to the first-equipment aid was blocked by the minister, who called the undifferentiated suppression "an absolute injustice". The new scale, presented during the visit to Efrei on 1 July 2026, is graduated:

Qualiopi: a strengthened standard from September 2026
The law against apprenticeship fraud, promulgated in June 2026, is accompanied by a tightening of the Qualiopi standard from September 2026:
- additional supporting documents (Kbis extract, etc.);
- controls coordinated with Urssaf;
- anonymous inspections authorised to detect fraud more easily;
- a refocusing on teaching quality, fraud prevention, apprentice protection and transparency of commercial communications.
"I intend to wage a ruthless fight against fraudulent CFA and training programs. It is time to put an end to training programs that serve no purpose."
The minister is also awaiting the conclusions of the Cour des comptes on fraud in the training sector.

For candidates, this means anticipating, multiplying direct applications to SMEs, and checking the solidity of their CFA before signing.
