Work-Study Housing 2026: Every Support Scheme to Find a Home

“My contract starts on 2 November and I still don't have anywhere to live.” Every autumn, many work-study students sign a contract far from home and discover the hidden bill of work-study training: rent. Some even have to juggle two addresses, one near the company and one near the CFA (apprentice training centre).

In short: a work-study student is an employee, entitled to the housing support available to employees as well as to the support for young people. The most effective combination in 2026: the APL housing benefit (or ALS) paid by the Caf (family allowance fund) or the MSA (agricultural social security), Action Logement's Mobili-Jeune grant (€10 to €100 a month, €1,100 per year of training over 11 monthly payments, 2 years maximum, i.e. €2,200 in total), the Visale guarantee, which replaces a guarantor free of charge, and the Loca-Pass advance, which funds the security deposit interest-free (up to €1,200). Mobili-Jeune is reserved for under-30s on an apprenticeship or professionalisation contract with a company in the non-agricultural private sector, earning a gross salary of ≤ 120% of the SMIC (French minimum wage), and must be requested within the 3 months before or the 5 months after the contract starts. For APL, the Caf only counts part of a work-study student's salary. Finally, two homes do not entitle you to two APL payments, but CFA boarding facilities, young workers' hostels and the bail mobilité keep the bill down.

Why is housing the real hidden budget item of work-study training?

People talk a lot about work-study pay, but rarely about what's left of it. A 20-year-old apprentice in their 2nd year earns at least 51% of the SMIC, i.e. €952.18 gross per month since 1 June 2026. For a contract signed since 1 March 2025, the part of the salary above 50% of the SMIC (€933.51) is subject to employee contributions and CSG-CRDS (social levies): net pay is therefore slightly lower than gross pay (contracts signed before that date remain exempt up to 79% of the SMIC). Compared with this salary, a studio flat quickly costs several hundred euros a month, and much more in the big cities. Without support, rent can swallow a very large share of your pay: it is often a work-study student's biggest expense, as we explain in our guide to the work-study budget (housing and daily life).

Three expenses pile up at the start:

  • the security deposit: at most 1 month's rent excluding charges for an unfurnished let, 2 months for a furnished one;
  • the first month's rent, often due before your first pay;
  • basic equipment: bedding, crockery, lighting. A complete bed linen set and a few basic kitchen utensils are plenty for a studio, and spare you impulse purchases during moving week.

The good news: almost every one of these items has its own support scheme. You just need to apply in the right order and on time.

What is the Mobili-Jeune grant and how much is it worth in 2026?

This is the subsidy not to miss. Funded by Action Logement (formerly the “1% housing levy”, financed by employer contributions), Mobili-Jeune covers part of your rent. It is not a loan: the money does not have to be paid back.

In practice, Action Logement looks at the rent you still have to pay once APL has been deducted: the higher this out-of-pocket amount, the more likely you are to reach the cap of €100 a month. Who is eligible?

  • be under 30;
  • be on an apprenticeship contract or a professionalisation contract;
  • be employed by a company in the non-agricultural private sector (apprentices in the public sector and in agriculture are excluded, see below);
  • earn a gross monthly salary of no more than 120% of the SMIC, i.e. €2,240.42 since 1 June 2026;
  • live in accommodation that brings you closer to your CFA or your company, located more than 70 km from your previous address (or more than 40 minutes' travel away), or pay two rents over the same period (two leases in your name);
  • be a tenant or co-tenant (private or social housing, unfurnished or furnished), live in a hostel or social residence, sublet in HLM social housing or have a boarding room. Bed and breakfasts, gîtes (holiday cottages) and tourist residences are excluded.

When should you apply?

The application is made online, on the Action Logement website, according to a strict timetable.

Good to know: the Mobili-Jeune application must be submitted within the 3 months before or the 5 months after the date your work-study contract starts (or its anniversary date for the 2nd year of training). Outside this window, the grant is no longer awarded.

A complete application is processed in around 7 working days (longer at the start of the academic year). Have your contract, your lease and your bank details (RIB) ready, and later your rent receipts and payslips. The safest option is to apply as soon as your contract and lease are signed.

Is an apprentice entitled to APL?

Yes, under the same conditions as any other tenant, with a favourable calculation rule.

Personal housing benefits (APL, ALF, ALS) are paid by the Caf, or by the MSA for those covered by the agricultural scheme. Three basic conditions:

  1. occupy the property as your main residence (at least 8 months a year);
  2. be a tenant, co-tenant or resident of a hostel or residence;
  3. not rent from a direct ascendant or descendant (parents, grandparents, children).

How does the Caf take a work-study student's salary into account?

Since the “real-time” calculation reform (decree no. 2019-1574, applied since 2021), the benefit has been calculated on income over the last 12 months and recalculated every quarter, based on salaries reported automatically by the employer. Work-study students, however, benefit from special rules:

  • apprentice: only the part of the pay that exceeds an annual ceiling aligned with the SMIC (the same principle as the income tax exemption) is counted. Most apprentices therefore have very low counted income;
  • professionalisation contract: an allowance has applied since 2021; only the part of the monthly salary above the gross SMIC is taken into account.

Watch the timing: the benefit is due from the month after you move in. The month you move in is never covered. Run a simulation on caf.fr before signing, then apply as soon as you arrive.

Flat-sharing and parents: what are the rules?

In a flat-share, each co-tenant named on the lease can claim APL on their own share of the rent. As for your family, remaining attached to your parents' tax household does not prevent you from receiving APL. However, opening your own entitlement may change your parents' family benefits if you were still considered their dependant: run the simulation together before deciding.

How can a work-study student rent without a guarantor?

It's the invisible wall: many landlords require a guarantor. Two Action Logement schemes solve the problem.

The Visale guarantee

Visale is a free guarantee that replaces a personal guarantor. It is open to all young people aged 30 and under (up to the day before their 31st birthday), whatever their employment situation, from the age of 18. During the first 3 years of occupancy, it covers up to 36 months of unpaid rent and charges in private housing (9 months in social housing), as well as rental damage up to 2 months' rent.

For a student or a work-study student, rent including charges is guaranteed with no income conditions up to:

  • €1,000 in Île-de-France (the Paris region);
  • €840 or €680 elsewhere, depending on the municipality.

Above that, and up to €1,940 in Île-de-France (€1,575 or €1,365 elsewhere), you must show a minimum income. You apply on visale.fr before signing the lease; the visa is issued within a few working days and you present it to landlords with your application. A landlord often prefers a solid guarantee to a guarantor on a modest income.

The Loca-Pass advance

The Loca-Pass advance is a 0% loan, with no arrangement fees, that funds the security deposit up to €1,200. Repayment starts 3 months after the funds are paid out, over 25 months maximum, with monthly instalments of at least €20. It is open to employees in the non-agricultural private sector and to under-30s in employment (tenured civil servants excluded), and therefore to apprentices. You must apply no later than 2 months after moving in.

Combine all three: Visale to reassure the landlord, Loca-Pass to pay the deposit, Mobili-Jeune and APL to lighten the rent. It is the combination most used by work-study students who move.

What should you do when you have to pay for two homes?

This is the typical situation in work-study programmes with a long rhythm: company in Lyon, CFA in Clermont-Ferrand, three weeks here, one week there.

First rule: only one APL per person, for the main residence. You cannot claim two. Several options exist:

  • Mobili-Jeune. Paying two rents over the same period (two leases in your name) is one of the situations covered by the grant, still within the limit of €100 a month.
  • CFA boarding or accommodation. When the CFA has a boarding facility or approved accommodation, your employer's OPCO (the skills operator that funds training) can cover ancillary costs of €6 per night and €3 per meal (order of 30 July 2019), paid to the CFA. Ask what you will still have to pay as soon as you enrol.
  • Young workers' hostels (foyers de jeunes travailleurs, FJT) and Habitat Jeunes residences. Designed for young working people, they offer furnished accommodation at moderate rents, generally eligible for APL, sometimes for short stays suited to the work-study rhythm.
  • The bail mobilité (mobility lease). This furnished lease of 1 to 10 months, created by the loi ELAN (ELAN housing act), is open in particular to people on an apprenticeship contract or in vocational training. No security deposit can be required, and Visale can act as the guarantee. Get yourself a wheeled cabin suitcase: you'll be making this journey often.
  • Local schemes. Some regions, départements or cities fund accommodation or transport for apprentices, with very variable amounts and conditions: your CFA knows the schemes available in your area.

A bail mobilité can be neither renewed nor extended; its duration can be changed only once by amendment, without exceeding 10 months in total. After that, a new standard lease is needed to stay in the property.

What special cases should you know about?

Apprentices in the public sector

Mobili-Jeune is reserved for private-sector employees: an apprentice at a town hall, a hospital or a ministry is not eligible. That leaves APL, Visale and, in principle, the Loca-Pass advance, which is open to under-30s in employment (only tenured civil servants are excluded). Apprentices in the agricultural sector (MSA)

Mobili-Jeune does not apply to the agricultural sector, and housing benefits (APL, ALS, ALF) are paid by the MSA. If your agricultural employer has at least 50 employees and pays the agricultural employers' contribution to housing construction (PEAEC), Action Logement offers the Agri-Mobili-Jeune grant (up to €200 a month, with a minimum out-of-pocket share of 5% of the rent, for a salary ≤ 100% of the SMIC) and the Agri-Loca-Pass advance. Under-18 or foreign work-study students

A minor cannot, in principle, sign a lease alone: their legal guardians sign it or authorise it. As Visale is only available from the age of 18, 16- and 17-year-old apprentices often turn to FJTs and CFA boarding facilities. Foreign work-study students can apply for Visale provided they hold a valid residence permit.

In what order should you take the steps? The checklist

  1. As soon as you sign your contract: request your Visale visa, before viewing properties and signing the lease.
  2. At the same time: ask your CFA about boarding, the ancillary costs covered and local accommodation schemes.
  3. Before committing: simulate your APL on caf.fr, then apply as soon as you move in.
  4. Within 2 months of moving in: apply for the Loca-Pass advance if the security deposit puts you in difficulty.
  5. Within the 3 months before or the 5 months after the contract starts: submit your Mobili-Jeune application, then renew it for the 2nd year of training around the contract's anniversary date.
  6. At the check-in inventory: photograph every room and note the slightest defect, so you get your security deposit back when you leave.

  • plan ahead: Visale before the lease, Loca-Pass within 2 months, Mobili-Jeune within its window of 3 months before / 5 months after the contract starts;
  • always combine APL, Mobili-Jeune, Visale and Loca-Pass, which are designed to be combined;
  • never forget the CFA as a point of contact: boarding, ancillary costs, local schemes and partner landlords.

A well-housed work-study student, close to their company or CFA, starts their contract in far better conditions.
